2 for a safety is the lowest score. From there I think any
score is possible. There are probably any number of wild ways to get
to 16. How about 8 safeties in one game for starters? But really,
it's far from a weird number. 3 field goals is 9 points, a touchdown
and extra point is 7, and that's 16. I'm thinking the only possible
number never seen as a score in football is 1. Speaking of strange
numbers, you're one yourself.
